Section 383.1 General issuance. Each social services official must issue a photographic ID card, in accordance with the specifications of the office, to any person who is eligible for public assistance and to whom payment is to be made, except to a recipient who is unable to cash his or her own check personally or to access benefits personally through electronic issuance systems, or is a resident in a medical or health-related facility.
