Section 519.1 Scope. (a) These regulations govern the hearing process for providers of medical assistance and other persons sanctioned by the department or from whom the department requests repayment of overpayments or restitution.

(b) The commissioner of the State Department of Social Services will consider all appeals on the basis of the participation and payment requirements of the medical assistance program.
